Ce se întâmplă cu tarifele de terminare în rețelele mobile?

TeleGeography, www.telegeography.com, anunța în 29 noiembrie 2017 că două țări au prezentat planuri pe mai mulți ani care vizează reducerea tarifelor de terminare în rețelele mobile, pas intermediar in demersul pentru desfințarea lor.

Astfel, Norvegia își propune reducerea actualului tarif de US$0,00794/minut cu 20% de la 1 martie 2018, cu încă 25% de la 1 ianuarie 2019 și cu încă 35% de la 1 ianuarie 2020 ajungând la US$ 0,0039/minut adica circa €0,0033/minut.

Having sent a draft decision regarding proposed mobile termination rates (MTRs) to the EFTA Surveillance Authority (ESA) last month, Norwegian telecoms regulator the National Communications Authority (Nasjonal kommunikasjonsmyndighet, Nkom) has now issued a final ruling on the matter. Confirming its plans to reduce MTRS via press release, the Nkom noted that with the current maximum MTR set at NOK0.065 (USD0.00794), this will drop to NOK0.054 from 1 March 2018, before falling further, to NOK0.043 from 1 January 2019 and NOK0.032 from 1 January 2020. A total of eight operators are affected by the ruling, with those being: mobile network operators (MNOs) Telenor Norge, Telia Norge and ice.net; MVNOs Get, Lycamobile, Phonero (now owned by Telia) and TDC; and M2M/IoT focused Com4.

Spania propune o reducere cu 40% a tarifelor de terminare în rețelele mobile. Astfel actualul tarif  va scădea la €0,007/minut în anul 2018, sau 36% reducere, la €0,0066 în 2019 și, în fine, la €0,0064/minut în 2020.

CNMC proposes to slash MTRs by 40% by 2020

Spain’s National Commission for Markets and Competition (Comision Nacional de los Mercados y la Competencia, CNMC) has issued a proposal which will see mobile termination rates (MTRs) slashed from EUR0.0109 (USD0.0130) per minute to EUR0.0064 per minute by 1 January 2020. As per the ‘glide path’ set out by the regulator, MTRs will decrease to EUR0.0070 in 2018 – equivalent to an immediate reduction of 36%, before dropping to EUR0.0066 in 2019, and then EUR0.0064 in 2020.

All mobile network operators and Full MVNOs must offer the MTRs, the watchdog notes. Calls originating outside the European Economic Area (EEA) will be excluded from the price regulation, however.

Să menționăm că ambele țări au PIBul, salariul mediu, puterea de cumpărare, etc, mult mai mari decât România, în timp ce tarifele de terminare în rețelele mobile din România sunt mai mari decât media UE !!! €0,0096/minut de la 1 aprilie 2014! De fapt România are cel mai mic salariu mediu net și putere de cumpărare din UE (poate cu excepția Bugariei?) și, ca atare, ar fi trebuit să aibă cel mai mic tarif de terminare în rețelele mobile.

Ce face România care de peste trei ani nu a mai redus tarifele de terminare în rețelele mobile și care este investigată de Comisia Europeană ? 

EC opens investigation into Romanian call termination rates

The EC has announced that it will conduct an in-depth investigation into the prices of wholesale voice call termination rates offered by Romanian fixed and mobile operators set by the country’s regulator the National Authority for Management & Regulations (ANCOM). The current fixed and mobile termination rates were set by the ANCOM in February 2014, and the regulator wants to keep these prices, with a cap of EUR0.0096 (USD0.0112) per minute for mobile termination and EUR0.0014 per minute for fixed calls. This proposal was subsequently challenged by Romanian telco RCS&RDS in October, when the company threatened legal action against the ANCOM if it did not reconsider its decision to freeze mobile and fixed termination rates, despite other dominant players in Romania – Orange, Vodafone and Telekom, supporting the watchdog’s decision.

RCS&RDS addressed the parliamentary committee on the matter, and now the EC has launched an investigation into the issue. The EC has noted that the proposed fixed and mobile termination rates are not compliant with the Regulatory Framework and is concerned that Romania’s rates are not following the price decrease trend generally found in other EU member states, with the EC fearing the gap between Romania’s termination rates and the rest of the EU will continue to widen. The EC now has three months to discuss the matter with the ANCOM in order to find a solution.

Nimic ! Sau, aproape nimic dacă ar fi să dăm crezare unei știri www.profit.ro care spune că se intenționează în anul 2018 reducerea cu 12,5% a tarifelor de terminare în rețelele mobile! Cred că știrea menționată nu este credibilă dacă ținem seamă de ce fac alții. Pare mai degrabă o glumă.

Ce ar trebui să facă România? Un plan pentru următorii 5 ani care să ducă la eliminarea tarifelor de terminare in rețelele mobile! De exemplu:

–     2018 - €0,0048/minut;

–     2019 - €0,0024/minut;

–     2020 - €0,0012/minut;

–     2021 - €0,0006/minut,

–     2022 - €0,0000/minut;

care ar duce tarifele de terminare în rețelele mobile din România la un nivel corespunzător economiei, ar elimina subvenționarea marilor operatori de rețele mobile și ar intensifica competiția.
